Abstract
This review critically examines Continuous Comprehensive Evaluation
(CCE) as a pedagogical catalyst for Holistic Development of students. It
synthesizes literature to evaluate CCE’s theoretical foundations,
implementation challenges, and empirical outcomes. The analysis reveals a
significant dichotomy between CCE’s formative intent and its summative
execution. Key barriers include inadequate teacher training, systemic
infrastructural deficits, and cultural resistance to replacing high-stakes
examinations. The review proposes a reconceptualised framework emphasising
digital integration, competency-based progression, and stakeholder
collaboration. It concludes that CCE’s success requires a systemic shift from
assessing learning to assessing for and as learning.
